I asked IronMq what licence terms they used for their client libs. Here is
the reply I got

We use 2-clause BSD license for our client libraries and other open source
items. (Note that our services themselves - public and on-prem versions -
are proprietary and *not* open sourced.)

The 2-clause BSD license a pretty common and permissive free software
licenses per the references on it.

Regarding the donation. 
The current main development is target on the ironmq v3 version (v3 branch). 
I'm not quite sure if IronMq has rolled it out for public 'try out' yet.
