Introduce property bindingArgsConfigurer
Without the ability to specify binding properties, a headers exchange
cannot be auto declared using the rabbitmq endpoint. Autodeclare is a key
feature of rabbit and routing via headers is an important usecase.
Introduced new optional property which reuses the ArgsConfigurer interface
to achieve much the same thing as both the exchangeArgs and queueArgs.
