Okay so we have resolved all outstanding JIRAs assigned for 3.11.0.
I fixed some flaky CI tests today, and Babak finished the checkstyle upgrade.

So I think we are getting in good shape.

Gregor if you have time, then I think you are welcome to cut the RC

And also the CI servers another full build over night.

We are closing down on the next LTS release which will be 3.11.

There are only a few JIRAs assigned to 3.11 so lets see if we can
finish them, or move them to 3.12 if not.

And then focus on dependency upgrades to pickup latest releases that
include CVEs from 3rd party dependencies and so on. And also focus on
CI test errors (there are a few left), and then stabilize and cleanup
and polish. And look at the reported bugs in JIRA and verify and try
to fix or move to the next patch release, 3.1.1.

If you have anything last minute that you want to bring up then let us know.

So with that we could potentially be ready to cut the release by end
of next week, such as friday morning.

Gregor if you are listening, would you have time to cut the release in
that timeframe or when would a time suit you?
