GitHub secrets are handled by the infrastructure team, first create an INFRA issue in the JIRA[1] and then send the secret via email to r...@apache.org, You want to use GPG, I think this is the correct key[3], but best ask on the JIRA. Here is an example of an INFRA issue[2].
