I had to add back the old groovy grape/apache ivy based maven downloader to make it work with running as a maven plugin. However Apache Ivy is not as active maintained so eventually in the future it would be good to make camel-tooling-maven work within maven plugin as well as vanilla utility (we use in jbang and tooling such as IDEA plugin etc).
