### Why is this PR needed?
The old how-to-contribute-to-apache-carbondata.md has terrible layout and
unbearable tile heading mistakes.
Add TOC and format how-to-contribute-to-apache-carbondata.md
### What changes were proposed in this PR?
1. Format the whole document and fix the heading level mistake.
2. Add a TOC at the beginning of this doc.
