Rationale to that is we _can_ lock to a date when the next release branch is created, and release off that branch. But we cannot determine that the next release (e.g. 4.1 GA) will actually pass a vote in any stated month, no matter how stable-trunk we are (and it would put us into feature freeze if we don't create such a release branch).
