A simple SPI to allow additional work to be done.
the specific use case is to support a "BackgroundCommandsOrchestration" , which
keeps track of background commands being executed. System should call all
"current" such orchestrations, and have them see if all of their commands have
completed - at which point they may perform their own "onCompletion" logic.
