CAUSEWAY-3700 provided an AutoConfiguration for secman's authenticator, but it 
seems that its implementation requires a PasswordEncoder even if the 
AutoConfiguration isn't actually activated.

I'm guessing that injecting a Provider<PasswordEncoder> might solve this.
