Fix For: 2.1.0
Currently the configuration is static, requiring a redeploy to change.
Introduce an SPI so that end-users can provide alternative implementatoins.
The intent for this is to allow the fix recently made (CAUSEWAY-3770) to be
introduced into a production environment with the ability to switch off again
if necessary without requiring a redeploy.
