This PR reintroduces a way to install - but not start - bundles using
config.properties or a generated container main source file.
The framework tests are also updated to include testing of a
config.properties with configured auto start and auto install bundles.
This PR also:
- introduces a celix_ api to query the installed bundle ids.
- Fixes an issue where already active bundles where started again during
framework startup.
