This PR adds intermediate states to the dependency manager components, so
that it more clear what a component is doing.
Also:
- Fixes an issues where components where stopped 2 times, if service
dependency changes looped back to the dm component.
- Adds dm component state plantuml diagram, which will be used to finish
the documentation update.
