Complete all build/release tasks needed for a TLP 0.3.0 release.
Main tasks needed:
- Remove incubator disclaimer from artifacts' META-INF
- Update POM information pointing to new lists, remove "incubating" label from
version, url, distribution management

http://chemistry.apache.org/java/opencmis-maven-release-documentation.html to
reflect release changes
- Verify produced documentation sync
- Remove any incubation reference
- Test a dryrun release
