We have a document that is named "KRUIS_LOGO_100%_PMS.eps". Note the percent in 
the name. If we have some code like this:

    public void test1() throws Exception
    {
        String nodeRef = 
"workspace://SpacesStore/6f493b69-8267-497e-831b-8ffd2b6f59a9;1.0";
        InputStream inputStream = null;
        try {
            SessionFactory factory = SessionFactoryImpl.newInstance();
            Map<String, String> parameter = new HashMap<String,String>();
            parameter.put(SessionParameter.USER, "admin");
            parameter.put(SessionParameter.PASSWORD, "admin");
            parameter.put(SessionParameter.ATOMPUB_URL, 
"http://localhost:8080/alfresco/api/-default-/public/cmis/versions/1.1/atom";);
            parameter.put(SessionParameter.BINDING_TYPE, 
BindingType.ATOMPUB.value());
            List<Repository> repositories = factory.getRepositories(parameter);

org.apache.chemistry.opencmis.server.shared.splitPath() throws an exception:

"org.apache.chemistry.opencmis.commons.exceptions.CmisRuntimeException: 
URLDecoder: Illegal hex characters in escape (%) pattern - For input string: "

Note that we have tried upgrading to OpenCMIS 0.12.0 and 0.13.0, to no avail.
