I tried to add proxy options to workbench.bat but it was unsuccessful, cmis
workbench said "no proxy options set". I removed the "echo off" command inside
workbench.bat to show this error :

Inside a folder like Temp :
C:\Temp\chemistry-opencmis-workbench-1.1.0-full
It works as expected with proxy options set.
