Summary: Improve default dashboard population

The default dashboard is populated in the same request as the first REST API
request is triggered. This could result in race conditions that the HBase
write and read request are happening in inverse order. It would be better to
add default dashboard population to login.jsp to avoid race condition in REST
API initialization.
