Ah, it seems that *ocw/tests* doens't have an *\_\_init\_\_.py* in it. This
is causing nose-exclude to not properly ignore the OpenDAP tests. This, coupled
with the fact that the OpenDAP tests periodically work, is what led me to
believe this had been resolved. I'll open a new issue to address this. Please
ignore the failed build for this PR.
