Kyo, You have stumbled upon an issue where the code has already imported SubRegions back in rcmet.py and it is trying to do it again in misc. I will open a JIRA issue about it, provide a patch and close it out in a bit.
I solved this issue back when I was porting other code into my local copy. Good catch. Once I have the patch up, or when I commit just run svn up to grab the fix.
