The UI needs to form the parameter object for the evaluation call differently
if the run is using "user" specified re-gridding versus model/observation.
Implementation ideas:
Since we're already in the ParameterSelectCtrl the easiest place to start will
be checking if the flag for "user select" mode that toggles the lat/lon grid
step sliders is set to determine how we should form the call.
