Folks,

I have started on a Wiki page to document the process of releasing code for
OCW here [1].  I plan to fill it out as I run down the release process.  If
any of the more senior devs or mentors would like to expand on the list or
help fill in blanks I would appreciate it.  My plan is to list the steps in
chronological order on the wiki so future Release Managers can just run
down the list, so if anything is currently out of order please let me know.

Big thanks to Suresh for his release page example for Airvavata.  I plan to
borrow the PGP Key generation steps.
