Alex, Your -1 isn't binding since you're not on the Incubator PMC. Check the links that Chris sent previously for more clarification.
PPMC members votes are advisory votes during the Incubating process. When the project graduates to a top-level project PMC votes are binding, but until then the meaningful votes are the IPMC member votes.
