I added time format in /services/decode_model_times.py 
Some of CMIP5 model data use different time format from CORDEX RCMs.
Also when there are more than 7 models, metrics_kyo crashes because it can draw 
only 8 sub-plots. The new revision now draws 12 sub-plots.
