Would really like to get this in the 0.6.0 release if possible.  This change 
fixes issue with ACL rules.  I had issue with 0.5.x versions and with the 
0.6.0-rc2 as well.

This fixes issue with trying to add/update ACL rules and get the following:

cloudstack_network_acl_rule.ametrics-acl-rules: Creating...

│ When applying changes to cloudstack_network_acl_rule.ametrics-acl-rules, 
provider "provider[\"registry.opentofu.org/cloudstack/cloudstack\"]" produced 
an unexpected new value: Root object was present, but now absent.

│ This is a bug in the provider, which should be reported in the provider's own 
issue tracker.
