Setting API query permissions

Hi,

I'm having an issue with API query permissions.

I have a getEntityOwnerId() returning ACCOUNT_TYPE_NORMAL / 0 which I
believe should let all authenticated users access it.

However when I test this is not the case.

Am I missing something?
