Iso and data disk doesn't work on devcloud, as there is a bug in debian xen kernel. The only thing devcloud can do, right now, is launching tty Linux vm. If you have a separate xen template, you can try to register the template, then create a vm from it. But make sure, the template url can be accessed by devcloud.
