+1 It should be similar to how our resources have states: enable/disable/inactive. Enable means the mgmt server node is enabled. Inactive means it shouldn't be serving new requests (in this case handle new jobs). Disable means the mgmt. server is ready to be taken down because all jobs it is executing are done and all agent connections are transferred to another mgmt. server. At that point someone can just shut off the mgmt. server. This would be an orderly way to shutdown the mgmt. server.
