Looking at the code -- I think the storage manager implementation assumes
regional deployment when dcId is null, in which case we should ask Edison,
Mike and other storage ninjas who have knowledge about this. And, yes it
could be a case that simulator does not support storage stuff in which case
the code should have failed at later stages and not at
