I too ran into this a couple of days before. libvirt.org server is misbehaving and while the only artifact hosted there is the libvirt jar. The snapshots should be disabled.
CLOUDSTACK-8304 Changing to releases-only will not 100% solve the problem, but after a single succesful download it will not fail the build when it is down, so most likely you will not see it again. On longer term it would be great to resolve all dependencies from the central repository. That would more likely be a solution.
