Hi. It looks a little bit strange. I don't know about jenkins.openvm.eu, but I have deployed images from http://dl.openvm.eu/cloudstack/ to freshly installed ACS 4.9.2 and registered templates as password-enabled, so cloud init works well and they receive passwords properly. May be your demand is the other one and I still don't understand what you wish to acomplish?
