the org.apache.cocoon.components.treeprocessor.sitemap.ErrorHandlerHelper lookup Component NotifyingBuilder.ROLE (line 100), but in cocoon.xconf there is no NotifyingBuilder configured.

No. The file cocoon.roles in org/apache/cocoon defines the default class for this role, which is used if no explicit declaration exists in cocoon.xconf :
