IIUC, @true-value is used when the resulting HTML control needs to send a true/false value back to the server, to make sure the request parameter's value matches what the server is expecting for a true value. Since this particular template produces a disabled checkbox which doesn't send a parameter to the server anyway, we therefore don't need to worry about @true-value.
