[zone] Release demo updated, SVN directory created for zone admin info

I have updated the current release and Supersonic Tour demos (which run from the same Cocoon instance) to 2.1.8 at http://cocoon.zones.apache.org/

Also, I have created a directory in the committer's private SVN repository at https://svn.apache.org/repos/private/committers/pmc/cocoon/ cocoon.zones.apache.org/
