Release 2.1.9

I would like to propose a 2.1.9 release.  It has been about 2 months 
since 2.1.8.  We are needing to upgrade and I would really need to pick 
up the mapping file changes I made to the portal (this is quite a 
serious bug) and it would be very nice to have a version with CForms 
marked stable. 

Thoughts?
