If that is the case then it's a problem for us non-committers who like to contribute by creating and attaching patches to issues. Without permissions to set the Patch Available flag, our contributions are likely to go unnoticed. I guess this was already a problem when you used the [PATCH] keyword in the issue title, as that would require permissions to edit the issue as well, correct?
