I'm not sure about servlet-service but configuration *is* usable in 2.1.
AFAIU the servlet-service is even useable *without* Cocoon. You can use it
together with every Java servlets based application. Hence I wouldn't put it
under 2.2 but use http://cocoon.apache.org/subprojects/servlet-service/.
