I cannot tell you the actual reason, but as you can see on
http://svn.apache.org/viewvc/maven/plugins/trunk/maven-javadoc-plugin/src/main/java/org/apache/maven/plugin/javadoc/AbstractJavadocMojo.java?r1=543685&r2=553503
the plugin was using © in the past and I assume that Brett
removed it for a reason.
Apart from that, I prefer to specify the encoding (which might make
some sense anyways) over customizing other aspects (in that case the
"bottom" attribute).
My personal opinion, and questionable as such.
