Apache parent POM automatically adds "LICENSE" and
"NOTICE" files
to jars - duplicating the "LICENSE.txt" and "NOTICE.txt"
files that components already have.
IIRC the above are auto-generated and may be wrong.
So just make sure the local N&L files have the .txt extension.
