Wiki admin karma is easy to grant - just update AdminGroup; that only grants karma for the specific Wiki Wiki contrib karma equally easy - just update ContributorsGroup (as documented on the Front Page) AIUI JIRA has at least two different ways of managing permissions. And I seem to recall that the necessary karma gives access to almost everything. I could be wrong.
