I'm pretty sure we've already discussed the problem with the ferc.gov file but I can't find a reference in the archives. Can anybody help? I agree with Stian, that we should better document this. I'm not sure whether this is a blocker, since 1.3 has been released in the same state wrt NOTICE.txt.
