A new git repository has been populated with the relevant
codes, unit tests and documentation extracted from Commons
Math ("o.a.c.math4.rng" package).
The Java code is basically the same as was available for
review in the Commons Math repository since it was committed
(May 20), with a few changes wherever necessary to not depend
on CM-specific code (e.g. exceptions).
Some unit tests have also been modified for the same reason.
Help is welcome in order to set up the various tools (JIRA,
Jenkins, etc.) for a Commons component.
