[dbcp] Releasing 2.2.0

Hi All,

Now that Apache Commons Pool 2.5.0 and builds cleanly with Commons DBCP
master, I'd like to release Commons DBCP 2.2.

I plan on creating an RC soon. Hopefully today at best or tomorrow at worst.
