The current build plugin template: issue-tracking-template.xml
Contains this line:
"For more information on subversion and creating patches see the
<a href="https://www.apache.org/dev/contributors.html";>Apache
Contributors Guide</a>"
It is also in the sandbox-issue-tracking-template.xml.
AFAIK we do not have subversion repos any more. I suggest replacing this
with git.
Note: The linked guidelines have information on both svn and git for
contributors.
