Hi Manav, Thanks for your interest in Apache Commons. At present we do not know if there will be projects with Apache Commons for the GSoC 2023 season. If we do have any projects then we will post them with appropriate labels on our issue tracking system so they can be easily found, see for example [1] for the 2022 project in Numbers. The label will be the same across all Apache projects so it will allow you to search more than just Commons projects.
In the meantime there are many open tickets in the issue tracking system for Apache projects. Please take a look and if you find anything of interest then contact the appropriate project if you wish to contribute.
