I guess that you refer to the new logo which Gary has started to use.

There has been a discussion about it with M&P and "Trademarks"; the
official requirements are:
 * do not use "ASF" in the logo,
 * do not imply that the project's name has changed (the official name is
   "Apache Commons").

[IMO, the first is totally counter-intuitive, but the rationale lies in avoiding
difficulties in defending the trademark.]

The pending discussion is whether the logo of the project should mention
"Apache" at all.  Mark (from "Trademarks") has explicitly allowed _not_
mentioning it (as is the case for many ASF projects).
Personally, I strongly oppose re-introducing the string "apache" in the logo,
especially since the (closest-to "official") logo of "Commons" has not been
referring to it for years.[1]
