Yes!  Here is a high-level feature comparison of Allura and Gitlab and

At this point only the Allura project is hosting on
forge-allura.apache.org  There was some discussion with Apache Labs but
that hasn't turned into anything yet.  So the Allura PMC is supporting
that installation ourselves.  As Ross mentioned, another infra service
adds more overhead to Infra, and Infra is not planning on maintaining an
Allura installation.
