help for contribution

Respected Sir ,  I have been learning open source software
developement for quite some time now. Also , I have been following
Apache Software Foundation for quite some time . I feel I can Actively
contribute to ASF. Can you help me regarding what are the tools and
skills required to become active contributor .  I am good with Java ,
and has very fast computing skills.
            What are the steps and procedure to contribute and become
active contributer.
