Hi Jay, Thanks for the interest in bringing your project to the ASF. The standard process for doing so is via entrance into the Apache incubator (https://incubator.apache.org). The site itself has quite good documentation on the Hows and Whys but if you need more info, don't hesitate to reach out and ping either the Incubator or myself directly.
