Yes, this is, I believe, a known issue. The reporter tool is maintained on a volunteer basis by the ComDev group, and doesn't currently have a lot of activity. The code is at https://svn.apache.org/repos/asf/comdev/reporter.apache.org and patches are gleefully welcomed if anyone wants to dig in and improve it.
