The problem was that the gunicorn server for reporter was not being started;
I've started it manually, and the code seems to be working.
I'm not sure how it ever worked in the past: the file scripts/gunicorn.sh does
not work, as gunicorn3 does not exist, anyway there does not seem to be
anything in Puppet to cause the script to run at startup.
Nor is there a service definition for the relevant gunicorn.
The system does have a service definition to start gunicorn on a different
port, but that relates to the now obsolete nearby people service, and should
presumably be deleted.
I hope to tidy this up later.
