I suppose that until the applications have been reviewed <https://developers.google.com/open-source/gsoc/timeline#february_3_-_18>, projects can submit their ideas. Also, judging by the same page referenced, a project shouldn't have a limit on submissions. Input from someone with solid information rather than personal assumptions would be valuable.
